The first conversation is simply to understand the decision, the evidence already available and where the uncertainty sits.

  • Sometimes the existing proposal survives the challenge.
  • Sometimes it improves.
  • Sometimes the evidence points somewhere else.

All three outcomes are useful.

The aim is not to create more work. It is to establish whether independent challenge would add value before a wider assignment is considered.
